Job Description

Job Summary
The Town of Dedham seeks highly qualified candidates for the position of Building Inspector. Supervised by the Building Commissioner, this position performs administrative and inspection work related to the enforcement and interpretation of the Massachusetts Building Codes, Town of Dedham’s Zoning Bylaws, and applicable codes relating to building construction, while performing all other related duties as required.

Qualifications

Education & Experience

  • Minimum of five years’ experience in the supervision of building construction or design, or a two-year associates degree in a field related to building construction or design, or any combination of education and experience which would confer equivalent knowledge and ability.
  • Certification by the Board of Building Regulations and Standards as required.
  • Massachusetts Board of Building Regulations and Standards (BBRS) certified Local Inspector.
  • Valid motor vehicle operator's license.
  • Must receive an acceptable CORI/SORI report.

Knowledge, Ability & Skill

  • Thorough knowledge of the Massachusetts Building and Architectural Codes, and the Town of Dedham’s Zoning Bylaws, and Sign Codes.
  • Knowledge of accepted building construction methods and materials.
  • Knowledge of state plumbing, gas, and electrical codes, and fire prevention laws.
  • Ability to interact appropriately with the public, Town Departments, Board Members, contractors, and other members of the building community.
  • Skill in operating tools and equipment to perform the essential functions.
  • Oral and written communication skills.
  • Working knowledge of the quality and strength of building materials.
  • Knowledge of Massachusetts requirements for building construction, energy, fire prevention, light, ventilation, and safe exits.
  • Knowledge of building and OSHA guidelines.
  • Proficiency in the use of Microsoft Office (Word, Excel, and PowerPoint), MUNIS and willingness to learn new software programs as needed.

Essential Functions of the Job

  • Receives applications and issues permits for the construction, reconstruction, altercation, repair, and demolition of all buildings and other structures (both residential and commercial) in the town that are subject to the State Building Code; receives applications and issues permits for the removal and/or installation of all subject equipment; receives applications and issues permits for the construction or installation of signs; tents and dumpster enclosures; issues use and occupancy permits.
  • Utilizes computer permitting software to review and issue permits.
  • Examines and approves plans and specifications and inspections work for which a permit has been issued, including the determination as to acceptability of proposed methods and materials to be used; reviews all construction methods and techniques, safety procedures and building material test results; reviews all construction as it progresses to verify code compliance; reviews proposed building sites for water, sewer, septic systems and sites grading.
  • Annually inspects all places of assembly, including public schools, restaurants, lounges, theaters, churches, daycare centers, nursing homes, private schools, grandstands, hotels, motels, recreation centers, gymnasiums, skating rinks, and public pools for compliance with applicable standards; prepares violation letters and conducts reinspection for code compliance.
  • Performs inspection of woods stoves, fences, retaining walls, fire escapes and other buildings and structures.
  • Reviews and responds to zoning complaints; enforces zoning and related by laws; files court complaints and ticket violations.
  • Reviews all new construction for compliance with electrical, heating, HVAC, plumbing, structural design and energy codes, access regulations, smoke, litter and noise standards, and dimensional zoning controls.
  • Responds to requests for information concerning zoning, building, town bylaws, architectural access and signs.
  • Reviews new construction for compliance with federal floodplain regulations; provides information to the public relative to work performed within the floodplains.
  • Performs inspections of fire escapes, wood stoves and signs.
  • Enters permits into the computer permitting system.
  • In the absence of the Inspector of Buildings, may direct the daily operations of the department.
  • Attends meetings, workshops and continuing education for state certification and seminars relative to construction and zoning.
  • Performs other similar or related duties as required or as situations dictate.

Pay: $75,894.20 - $100,466.60 per year
